PGP Encryption-Outbound File

Content

We are trying to use PGP Encryption in Fusion HCM for out bound files. And for that i believe we will have to import the public keys in fusion HCM  and then third Party users will decrypt the file using the Private KEY.But one thing i wanted to understand is do we need to import all the public keys in fusion HCm.
If yes do we need to have separate FTP Id's for all of the third Party users?
