Issue with creating a new content type

I am not able to creat a new content type

HI everyone

I am facing an issue with the creation of new content types.

When I access the manage profile content type section, I cannot click the "create a new content type" button. 

The user I am using  has the following roles:

Application Administrator 
Application Diagnostics Administrator 
Application Implementation Administration 
Application Implementation Consultant 
Application Implementation Manager 
Employee 
Functional Setup User
Human Capital Management Application Administrator
Human Capital Management Integration Specialist
Human Resource Analyst View All
Human Resource Specialist View All
IT Security Manager
Integration Specialist
Line Manager

Could anyone help me?
