Ability of HR Specialist to Re-open Development Goals

Summary

We are looking for a way HR Specialists can re-open development goals that employees have submitted as Complete, on behalf of an employee or manager.

Content

We've looked at the Career Development Edit Features options and see the option to configure the reopen / edit completed goals option for employees. However, the business would prefer only HR and managers to have the ability to re-open completed goals. Is there anyway to achieve this?
