Ability to update an element input value to add/remove 'Primary Input Value' (special purpose field)

We have a requirement to amend the 'Primary input value' on an existing element that is in use and has been assigned to circa 7,000 employees.  We have 4 input values for each element which we have set up with the start date of 01/1/1900

  1. Monetary (currently showing as the Primary input)
  2. Non Monetary
  3. Percentage (what the business want to be the primary input)
  4. Frequency

Looking in the system the 'Primary Input Value' is an upon under the 'Special Purpose' field on the set up. However this does not seem to be "update-able or correctable'. We are unable to delete the incorrect input and recreate  as the Element itself is in use (it has been assigned to employees)
