Can feedback reminders just be sent to Hiring Manager, not all interviewers

We would like to just send the feedback reminder to the Hiring Manager rather than all interviewers. Is this possible?

 

If not, is there a way that once the Hiring Manager has submitted the feedback it can automatically complete the stage, otherwise we keep getting reminders sent as not all interviewers have completed feedback.
