Create Organization Goal Plan

Not able to create Organization Goal Plan

When I go to Manage Goal Plans and try to create a new Goal Plan, I only have the option to create a Worker Goal Plan.  Usually there is a drop down with the option to select Organization Goal Plan as well.  Has anyone run into this issue?  I originally thought it could be a security issue, but I have the Human Resource Specialist role assigned which should give me the access I need.  Then I thought it could be Profile Options values, but the necessary ones are set to Yes.  I am not quite sure what can be causing
