Implications of Overnight work settings in business rules

what are the implications of Overnight work for setting value of 23 hours?

Our requirement is that technicians should be able to close/End their activities for next day if they forget. We want to use Overnight work functionality for this but I am not sure the implications of Overnight work. If I set 23 hours then what will be impacted? Oracle docs does not cover it much..
