How to identify new employee using API, HCM extract or OIC

Hi, does anyone know of a way to capture new employees in HCM? We are looking for either an API that gets triggered when a new employee is created in HCM, or a delivered HCM extract or using OIC (unlike the ERP connector, HCM connector does not offer capture change).
