Is there a way to restrict manager not to enter salary outside the range

Hi team, 

Presently, in the self-service are, while promoting someone manager can select any salary and the system shows only the warning message. It does not prevent the manager. Even the email notification does not include if the salary range is outside the band. 

Is there a way to restrict so they cannot proceed until they select a number within the range? Or include something in the email notification so the approver knows that it's outside the range.
