How to report on the Annualized Salary field without having a Compensation role?

Our HR users need to be able to report on the Annualized Salary field from the Compensation – Salary Details Real Time subject area, but they should not have access to manage compensation plans, budgets, etc.  Currently, when HR runs a salary report, the Annualized Salary field is blank. If I give them the Compensation Manager role, they are able to report on Annualized Salary, but they also have access to administer compensation plans, budgets, etc.

I added the Compensation Transaction Analysis Duty role to the HR role, but it did not resolve this issue.
