19B - Couldn't find option to Publish Organization Goal

In 19B, there are some changes to Organization Goals. Reference - https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/talent/releases/19B/19B-talent-mgmt-wn.htm#F6970
As per this, we need to add a new role "Executive Manager" to get Organization Goal option. I added this role and the manger was able to add new goal with Organization Goal check box enabled. However after creating Organization Goal, there is no option to Publish the goal to all users.
Please let me know is there any way to publish the Organization Goal in 19B.
