User default access to resources

Summary

A new user who doesn't belong to any group can see everyting in the root compartment

I created a new local user, but didn't add it to any group. While the new user doesn't see any sub-compartments and their resources, and can't create any new resources or delete any existing ones in the root compartment, it can see pretty much all the resources in the root compartment, and have access to the buttons like create a compartment, create a vcn, etc. Is there a way to avoid that?
