Duplicate rows when combining requisition details and candidate/start date

We are seeing duplicate rows on a requisition report when adding two job submission fields (candidate name and actual start date)

We are having trouble with getting duplicate rows on a report with requisition details when adding two columns ("Candidate Identification"."Name" and  "Submission Dates"."Offer Actual Start Date") 

When the requisition has a candidate aligned with a start date, the report produces two rows, one with the data for the two candidate fields, and another row with the same requisition details, but the two candidate fields blank.  We only want it to return the row that has the candidate details, and then also show a single row for requisitions that do not have a candidate aligned.
