Unable to Paste in Job Description Field

Recently some of our recruiters are having difficulty pasting the job description field in to the requisition.  Sometimes they are able to use CTRL V and other times the paste icon only works.  I'm curious if others have encountered this problem.  We are currently on version 19A.
