Steps to reproduce. Detailed document attached for the issue and solution. Thought it might be useful for others.

  1. Go to Payroll -> Administration
  2. Create a Payroll Element
  3. Go to My client Groups -> Compensation Administration
  4. Go to Individual compensation -> Manage Plans
  5. Search for the created element under Payroll Element drop down
