As an administrator, I created a position-based succession plan from the succession planning overview page. I ran the incumbent process, so that the incumbent would be determined and tied to the plan in the tables (so that security would work). Then I logged in as this incumbent's manager and went to the Career Overview page. I had assumed that when I clicked on the Actions icon (which brings up the menu of transactions that can be performed), that I would NOT see the Create Succession Plan action, because one was already created for that position.
