How to get media toolbar to show up

Hello, I have been stuck on this for multiple days trying to figure out how to get my media toolbar to show up on the services CRM side of the engagement cloud, I have followed the instructions to the T on the documentation at https://docs.oracle.com/en/cloud/saas/sales/18c/faiec/configuring-computer-telephony-integration-cti.html#FAIEC2855178 I am currently an intern and we have been given a project to implement a CRM app and and Channel app to interface with engagement cloud to handle phone calls, screen pop, chat, emails, video chat etc Thanks!!!
