How much is Windows Server OS fee for a stopped Instance?

https://cloud.oracle.com/compute/faq says that  "Billing also continues for Windows Server OS on all instances until the instance is terminated"

I believe this means that only the Server OS license fee will be charged. Does anyone know how much that is?
