What date is impacted in the WFC refresh if I select 'Actual Process Run Date'?

I need to clarify what the Refresh Date option 'Actual Process Run Date' really does if used in the Refresh task for a plan cycle.
Documentation defines this option as: "Date the process runs for all processing, including eligibility."
Does that mean the actual date the task is running will be used for all the dates found in the cycle dates? i.e. HR extraction date, eval period start date, etc. Or is it just used for the HR extraction date?
Ultimate issue I need to resolve is we have future dated transactions pulling into our WFC plan before it's effective since our HR extraction date is up to the end of our cycle (8/1/19) and we are refreshing now with the Refresh Date option of "Plan Cycle Dates". Is there a way to refresh based on current date and still utilize the other dates in the cycle (we have some fast formulas that use the eval start/end dates)? I'm hoping the "actual process run date" may solve this when we refresh.
