Unable to access application over Public IP

I wanted to access my application over public IP.

I have deployed cloud control 13c over compute Instance. which is accessible internally. i wanted to access over public IP.

• Accessible Internally : https://localhost:7804/em
• Not accessible (Public IP) : https://129.213.60.104:7804/em

 

I have tried below things but no luck.

• I have added port 7804 and 8080 under security list as "stateful". even i have open traffic for all ports.
