what is the best practice to create a Talent Review Sessions?

Hello,

 

We are trying to figure out what will be the best way to build talent review sessions.

As far as we see there are 3 options:

  1. Bottom up
  2. Top down
  3. Independent sessions

 

Which is the best way to build it?

What are the cons & pros to each option?
