One Time Payment - Bank Required

Why is the Bank Account and Bank Branch required on a One Time Payment?

We are wanting to use the One Time Payment process to process refunds to our students.  Some of our students do not have bank accounts.  The FBDI will not import without valid Bank Branch and Bank Account values populated.  It doesn't seem there is a way to import the payment request for a payment by check.

What do you suggest as a work around?
