Unable to Stop Life Event using Fast Fomula

Hi, 

We have a requirement to stop life event while hiring a non worker person type. For this we have attached a fast formula for a data change with name ' Hire With Wait Period'  in Manage Benefit Life Events. But the LE is detected while hiring a non worker.

Navigation : Benefit Administration - > Plan Configuration - > Goto task and select Manage Benefit Life Events - > Goto Data Changes tab - > Person Changes. 'Hire With Wait Period' person data change is with table name as 'PER_PERIODS_OF_SERVICE', column name as 'DATE_START', old value as 'Any Value' and new value as 'Any Value'. Here we attached our fast formula in person change formula.
