Career Preferences RUI and Profiles

In our test environments on 19B we have enabled the Profiles RUI profile option along with Career Development. The Career Development page is now RUI enabled however the section ' Career Preferences' is no longer appearing for the employee. Work Preferences does appear do you know if this is a privilege issue, if so which specific privilege needs to be enabled?
