New Hire Import Pending Worker Invalid Number

Keep getting this error:

The error report detail is not helpful at all and doesn't point out which field is at issue. Have taken this approach with other new hire imports with no issue but this one is a head scratcher. Attaching worker.dat file as well. Any help or pointers would be greatly appreciated.
