AOR / Areas of Responsibility

All - I have some questions about AOR that I am really hoping you can help with answering!
We have recently started using AOR so am curious about how it works. Is it possible to grant someone an AOR with NO access to data/actions within Fusion, but CAN have access to data in reporting? We have Finance/Facilities/IT partners that don't see data in Fusion, and we currently send them reports, but if we can manage it via self-service and have them sign into a dashboard to pull their own reports - limited to the AOR specified - that would be ideal.
