In ORC, we want to extend the offer verbally to candidates, prior to sending the actual letter.

It is very cumbersome to send the offer to the candidate, then they want to negotiate.  The offer has to be redrafted, and if the candidate declines the candidate withdraws and becomes inactive.  Many steps to get them back to active. .
