NUX Goals Personalization for a specific goal plan

I need to disable the Comments field and Attachments on the 2019 Goal Plan, but have these attributes available on other goal plans. I was able to do this in the Classic UI using the following EL:
#{!bindings.GoalPlanName.inputValue eq '2019 Goal Plan'}
I set Comments and Attachments to be visible via HCM Design Studio and then tried to apply the above EL without success Is it not working because the Goal Plan Name is not included on the Goal Details page... Should I use some other attribute?
