Hi i am here trying to update the eff under sales order line, addition information level

I was just trying to update the eff under sales order line , additional information level for the eff which i have created, 

We even found  there is one document listed for the same but i am not able to find the soap link for payload mentioned in the attachment,

Kindly help us on this.
