Currently in Oracle Fusion, our vacation accrual only reflects pay rate changes for current period accruals and usage. However, we need the vacation accrual $$ balance to reflect the pay rate change for the balance from the prior period as well.

Example: Employee had 100 hours of vacation accrued @ $50/ hour in prior period. In the current payroll period, the employee accrued 5 hours and used 10 hours and their rate of pay increased by $1 at the start of the current period. Currently, the ending vacation accrual is $4,745.

(100 x $50 + 5 x $51 - 10 x $51) = $4,745

Instead, we wish to effect the pay rate change for all prior period balance of hours as well so that the ending vacation accrual would be $4,845
