Significance of payroll relationship for using Compensation plans?

Is it mandatory to have payroll relationships to use comp plans if we don't use Fusion Payroll?

Hello all - We use Fusion for Workforce Compensation to manager our annual ratings and merit cycles. We don't use Fusion for Payroll. We don't have any integrations between Compensation and our 3rd party payroll application.

Is it still mandatory for employees to have a payroll relationship before we start creating plans?
