Dependent integration from 3rd-party

Currently, the source of Contacts/Benefits Dependents is a third-party due to employees enrolling in Benefits over the phone for Benefits. The third-party doesn’t provide the dependent with a person number. For example, employee 12345 would have a contact with Dependent 1, Dependent 2, etc. We additionally know that the Contact/Dependent number needs to include the same numbering as convention as employees in case they ever become an employee. My question, how can this be accomplished in Oracle? The client would like the contact/dependent details to come from the third-party. Can this be accomplished in loading the data with on-going integration?
