DB resources stuck in 'provisioning state'

Hello everyone - I'm working in a trial account and had tried to provision some resources (both compute and database) in a root compartment and a separate compartment.  I'm unable to delete the non-root compartments because there are Databases and Database Systems that are stuck in a provisioning state.  The resources can only be found by querying on compartment OCID and do not show up in the Database console page.

I also have a similar situation with an instance running in the root compartment.  The instance shows that it's running but does not show up in the console page to terminate.
