Contact Information in Responsive UI

What privileges are necessary to allow regular employees' contact information to show?

We are testing the new responsive UI in our test system right now. 

The contact information such as email and phone number do not show up under contact information in personal information. What privileges are necessary for REGULAR employees (not everything that HR leaders can see) to have their phone numbers and emails show in contact information?

Right now just the home address shows in the contact information (see screenshot).

Any ideas, tips, and suggestions are much appreciated. Thanks in advance!
