Jobs not appearing in "Google for Jobs" with Taleo Business Edition

Jobs appear with a specific search string, but not a general search with a town name

If I do a specific search on the exact job title and town name with the word "jobs", the job will appear in Google for Jobs with a link to our Taleo Career Center. This tells me the site is being crawled and indexed. Structured data is correct.

If I do a search for "jobs in city name, state", (or any job title search that isn't the exact title from the listing) the jobs won't appear with our career center link.

We have the Taleo for Google Jobs optimization set up correctly. We'd like our jobs to appear in Google for Jobs with a general search.
