How can we restrict manager from the all candidate selection workflow steps but enable him to view the candidates ?

Hello,

For the candidate selection workflow ,we would like to restrict the manager from all the steps .
Is it possible to restrict him from the CSW but still have the manager be able to VIEW the candidates he is their hiring manager?
I tried and once i set the stage as 'restricted' the manager couldn't view the candidate at this step.
