19C - Comp Plan Configure Approval issue

We launched comp worksheets with the Submit Mode set to Disable Submit, then I switched the mode to Submit Anytime, saved the change, but the Submit for Approval button is not available on the Workforce Compensation page 

Has anyone else ran into this issue?
