Restrict posting to Reporting Ledgers but not to the Primary Ledger

Hello,

The requirement is as follows: Users should not be able to post a JE directly in the reporting ledger, but still have the ability to do so while posting via primary ledger, and also for reporting purposes. They should not be able to post it directly into the Reporting ledgers. Does anyone have suggestions as to how this could be done?
