Override State Unemployment Insurance Employer Tax calculation

Hi,

I understand Oracle derives the State Unemployment Insurance Employer Tax, based on the State the Employee is Hired to or the Employee's Home Address. 
The Calculation card, we select the State for which the Employee's Location is tied to or Employee's Home Location. 

We have a requirement at my client that the SUI state will be derived based on the Employee's working in the State with the most hours. 

E.g.) Employee has hours in multiple state – 69.17 hours in IL and 7.50 hours in Kansas and we have put those State/Hours in the Element entries. 
Employee is Hired to the Department's Location i.e. Kansas and Home State is also Kansas.
