Are Oracle TAP and Oracle HCM Cloud the same application?

I was searching for Oracle TAP in the Google Play as I remember that was the Mobile App for Android since long time, but could not find it and found only the Oracle HCM Cloud App.

So, Are they the same? is that the new name for Oracle TAP or I'm missing something?

On the other hand, Also, does the customer need a special license or subscription to enable that Mobile App to work?

Please advise.
