Eligibilty profile renders all employees ineligible for compensation program


I have, yet, another problem with eligibility profiles and have attached screen shots, with descriptions, of how they are currently set up.  A few things to note is that these are carried over year-after-year with only minor modifications made, which are explained in the screenshots.  these have worked every year, but this year there is a problem.

There are three eligibility profiles associated with our salary adjustment plan.  One excludes union members because their adjustments are tied to the union contract; a second excludes anyone hired after the pay period that includes June 1, since June 1 is the beginning of the fourth quarter and the third is a broad based profile covering exclusions based on job code, job function, and job family.  It also includes overall eligibility based on payroll status and having Employee as the classification.
