I am trying to load the StepRateValues for a GradeLadder via HDL Loader, but I am getting an error message that I don't understand, so I don't know how to correct my loader file.

Here is the error message I am getting in HDL Loader:   JBO-27014: Attribute ActionOccurrenceId in RateValueDEO is required.
