Enabling DCS for B2C Consumer Model

Summary

Is it possible to use DCS in B2C Consumer model.

I am trying to use DCS in B2C consumer model. As a First step, tested the Self Service User Registration REST API:

.../crmRestApi/resources/11.13.18.05/selfRegistrations

without AccountKey as it is an optional attribute. But it gives an error: 

An error was detected with the registration setup. Contact your help desk. (SVC-5295315)

Question:

Can DCS be used in consumer model without an Account and just the Contact who is a CUSTOMER.
