Restricting who can move candidates to next Phase/State

Is it possible to allow ONLY certain employees/teams to move a candidate into "Background Complete" state (PreEmployment Phase) after the background check has been ran? We are hoping to only allow a member of our compliance team to review the results of the background check and then move the candidate to the appropriate next state.
