Cannot delete a Check-in


I'm curious about what the delete logic is for Check-ins.  I created a check-in, but have not provided any other information about (I have not answered the questionnaire, or added any notes in the goals sections, etc) - it's only been created.  However, when I click on the 3 dots to the right on the Performance page, the Delete option is grayed out.

If I go into the check-in, there is a Delete button in the top right corner, but when I click it, I get the error message shown below.  A check-in is always made up of one or more of the components mentioned in the message - so does that mean that a check-in can never be deleted?  Or, under what combination of configurations could a check-in be deleted (I've enabled all possible sections on the template)?
