Not able to create or edit profile content type

Hello Everyone,

Today, I have received a requirement to create profile content types, but when I went to profile content types than I found that the create button is disabled and also I am not able to edit created profile content types.

Please advise me where I am doing the mistake, for your reference I have attached some screenshot.
