Is there a way to hide these icons

Morning, we would like to hide the shortcut icons (not sure what they're called) at the top of the page as seen and highlighted in the attached document.  I realize you can click on the small bar (also noted in the attached) to 'hide' these icons, but is there a way globally to disable these?
