Possible for Admin to Change an Employee's Expense Delegate?

Is there a way I can change someone else's delegate?

Is it possible for an admin to change an executive's delegate from one person to another?  Or is this something that can only be done by the executive him/herself?

I'm asking because I seem to recall reading something that this was made possible in a recent update but I can't find it.  Perhaps I was dreaming.
