Business use case:

As and when a line gets shipped in Oracle EBS, We import these orders to fusion. We apply hold both at order header and line in Fusion during import.

Users will review each order line in Fusion, release the hold and invoice the line. Once all lines are closed, the header is also closed even though it has active hold on the order header after we run the update close order scheduled process. This seems to be fusion functionality to close header if all lines are closed even though header has an active hold.
