Break in Approval Flow

Manager cannot push workbook forward due to subordinate manager not having sent their workbook forward. The subordinate manager does not have a workbook.

In our salary adjustment cycle, managers have to submit their compensation worksheet to their manager for approval.  We have a situation where a higher level manager cannot submit their worksheet because a subordinate manager has not submitted their worksheet.  When looking at the higher level manager's worksheet, I can see the subordinate manager's team and in the Approved section the subordinate manager's worksheet shows "No Access" for the access level.  When I proxy as the subordinate manager, the display is that there are no available workbooks.
